Three seas, and a very uneven evidence base.

National planning here rests on a body of water that carries drinking supply, food, tourism and new coastal real estate at once. What is documented about its condition, and what is not, are both worth knowing before capital is committed.

Most regional environmental briefings are organised by country, because that is how ministries are organised. Water is not.

A bloom that enters the Arabian Gulf through the Strait of Hormuz is an Emirati, Qatari and Iranian problem within weeks, whatever the border arrangements say. So the sections below follow the three seas, and the states appear inside them.

Every one of these seas has a hole in its published record, and each hole is named where it falls. Those are the parts an institution should read first, because that is where an assessment stops being a literature review and starts being survey work with a budget attached.

01 — The Arabian Gulf

Shallow, enclosed, and carrying more per square kilometre than any comparable sea.

The Gulf connects to the Indian Ocean through a single narrow opening at Hormuz, and everything that enters it — heat, nutrients, brine, bloom material — has limited routes out. Around it sit the densest concentration of desalination capacity on earth, several of the region's largest ports and petrochemical complexes, and coastal development programmes on a scale that would be remarkable anywhere.

The defining documented event is the 2008–09 Cochlodinium polykrikoides red tide. It entered through the Strait of Hormuz, spread to the coastal waters of the UAE, Qatar and Iran, and caused mass mortality of wild and farmed fish together with documented reef damage. The affected coastline exceeded 1,200 kilometres, the event ran from October 2008 into mid-January 2009, and satellite tracking followed its effects into the following April.

Kuwait Bay provides the other well-studied case, and it is a useful one because the cause was not single. In August and September 2001 more than 2,500 tonnes of wild mullet died — roughly a hundred times the scale of a red-tide-linked kill two years earlier — in an event a peer-reviewed study attributed to bacterial disease, harmful algae and eutrophication acting together.

Further south, fish kills in Qatari coastal waters in 1996 and 1998 have been associated with summer sea temperatures of 37.0 and 38.6 degrees Celsius rather than with nutrient pollution. That attribution reaches us through a secondary summary rather than a primary document, and it is indicative.

Where the data thins out

Systematic, publicly available long-run monitoring across the Gulf is patchy compared with the Chesapeake or the Baltic. Bahrain-specific figures in circulation rest largely on advocacy journalism rather than government or peer-reviewed sources. Anyone planning here should budget for primary survey work.

02 — The Gulf of Oman and the Arabian Sea

The largest oxygen minimum zone anyone has mapped with gliders.

A 2018 study in Geophysical Research Letters used two seagliders over eight months to map an oxygen minimum zone in the Gulf of Oman larger than Scotland, in water that piracy and regional tension had kept ships out of for close to fifty years. The research team described the zone as vast and growing, and reported that it moves vertically between seasons, compressing fish into a thin surface layer. That reaches us through a research summary and is indicative. The square-kilometre figures widely quoted alongside it are not in the summary, and they carry no weight in an assessment.

The recent record is specific and it is short. In July 2023 a red tide bloom disrupted the main desalination plant at Barka, prompting reserve wells, plant interconnection and a public conservation request. That event is the clearest illustration of the coupling this coastline lives with: an offshore biological process expressing itself as a municipal water-supply problem within days.

What it means for planning

The oceanography is mapped and one recent impact on a national water supply is on the public record, which is more than either neighbouring sea offers. The multi-decade event history is the weak leg. Anything a programme needs from it has to be rebuilt from reachable sources.

Where the data thins out

Bloom-to-intake causation is well described qualitatively and poorly quantified. There is no public dataset linking bloom intensity to plant throughput loss across a season, which is exactly the dataset a utility would need to size an intervention.

03 — The Red Sea

The highest development ambition, and the thinnest published evidence base.

The Saudi Red Sea coast is carrying tourism and urban development programmes of unusual scale, on water that supports reef systems of global significance and desalination plants supplying drinking water to millions of people.

The published science does not match that exposure. A 2021 satellite chlorophyll study in the Journal of Marine Science and Engineering observed that few harmful algal bloom studies have been conducted in the Red Sea at all, despite plants along that coast facing biofouling risk from high-biomass blooms. For a region committing this much capital to coastal assets, that is a striking gap and an argument for building monitoring capability alongside the development rather than after it.

The reef exposure is measurable even where local bloom data is not. NOAA and the International Coral Reef Initiative confirmed the fourth global bleaching event in April 2024; between January 2023 and March 2025, bleaching-level heat stress affected 84 per cent of the world's reef area across 82 countries and territories. Reef condition is not a conservation footnote in a tourism-led development plan. It is the product.

On the Gulf coast, by contrast, the industrial scale is documented: the Ras Al-Khair power and desalination complex north-west of Jubail is reported to produce around 1.025 million cubic metres of desalinated water a day. That figure comes from sector analysis rather than an operator filing, and it is approximate.

Where the data thins out

Almost everywhere. Bloom frequency, species composition, toxin profiles and intake impacts along the Red Sea coast are all under-published relative to the capital being deployed. This is the sub-region where an assessment is mostly original work.

Where a figure rests on secondary reporting or sector analysis rather than a primary agency document, it is described as approximate above and treated that way in any assessment.

What a regional programme would have to get right

Three things, and none of them are technical.

The first is shared water. A bloom entering at Hormuz does not respect a maritime boundary, and neither does an oxygen minimum zone. A national programme that treats only its own side of a shared basin is buying partial protection at full price, which is an argument for coordination that this region has managed before on navigation and fisheries.

The second is baseline. In the Red Sea especially, an assessment cannot be a literature review, because the literature is not there. Monitoring capability has to be built as part of the programme rather than assumed as an input to it, and that changes both the cost profile and the first two years of the schedule. It is also why a service zone is characterised against its own oceanography before it is served: a zone nobody has baselined has nothing to measure a season against afterwards.

The third is sequencing against the development pipeline. Coastal construction, dredging and new intakes change the receiving water while the programme is being designed. Assessing a coastline as it is today, when three major projects are due to change it inside five years, produces a plan for a coastline that will not exist.
